SPARSHOLT PARISH COUNCIL

Minutes of the Planning Meeting of Sparsholt Parish Council held on

Monday 6th January 2020 at Griffin Memorial Hall starting at 7.30pm

Present: Councillors Comyn (Chairman), Caudle and Jones and the Clerk.

Declaration of Acceptance of Office, Declarations of Interest & Reminder of the Code of Conduct:  Cllr Jones declared a non-prejudicial interest as he voluntarily helps the application with Game keeping duties.

Planning:

New Applications:

P19/V3176/FUL Broadleaze Farm, Westcot Lane, OX12 9PZ:  Conversion of part of outbuilding/stables to a two-bedroom dwelling.  Cllr Comyn explained that Spasholt and Westcot are considered as “open countryside” according to the adopted Local Plan part 1 and that new development is not supported unless it is supported by other policies.  In part 2 of the Local Plan, Policy 7 states that the re-use, conversion and extension of buildings in open countryside is permitted; if there are no other material considerations to be taken into account.  Cllr Comyn stated that it is a permanent construction, capable of conversion and it respects the character of the landscape in the locality.  Cllr Jones pointed out that there is a small extension in the yard but this is enclosed and will not be seen from outside the property.  Cllr Jones reminded the other Parish Councillors that there is no mains drainage and a number of other dwelling at Broadleaze with sceptic tanks.  Cllr Jones pointed out that Bio-disc would be more appropriate than a sceptic tank as it is cleaner and discharges clean water into a nearby, flowing water source.  Cllr Comyn asked if there was such a source and Cllr Jones responded that there was a flowing ditch nearby.  Cllr Comyn proposed a response of “no objections but wish the following comments to be taken into account; in the absence of mains drainage at Broadleaze and the number of existing dwellings, consideration should be given to the provision of a Bio-disc comprehensive foul water sewage system for the new dwelling or, if practicable, to serve the yard as a whole.  This response was seconded by Cllr Caudle and agreed by Cllr Jones.  Cllr Comyn to submit the response.

Decisions:

P19/V1955/HH & P19/V1956/LB Sparsholt Manor, OX12 9PT:  Removal of existing, linear drive and installation of a new redirected entrance driveway. – Temporary widening of existing gates to facilitate construction traffic.  Granted.

P19/V3100/HH Home Farm, Sparsholt, OX12 9PL:  Proposed extension to create utility and kids room and garage with a bedroom and en suite above in roof space and internal alterations.  Withdrawn.

P19/V1365/FUL Kingston Lisle Park, Kingston Lisle, OX12 9QG:  Polo stick and ball practice field, timber barn and new lake with associated landscape planting.  Withdrawn.

Any other business:

Dog poo bins around the Village to be discussed at the next meeting.

A sum of £104.40 for the replacement defibrillator pads was proposed by Cllr Comyn, seconded by Cllr Jones and agreed by Cllr Caudle.  The Clerk to inform the RFO to make the payment.
