Minutes of the Meeting of Sparsholt Parish Council held on

Wednesday 8th September 2021 held in Griffin Memorial Hall starting at 7.30pm


Present: Councillors Comyn (Chairman), Jacobs and Jones, the Clerk and RFO.






Apologies:  Cllrs Barnes and Corfield and DCllr Barrow.



Declarations of Interest:  Cllr Comyn declared that he was the applicant for the Ickleton House planning application and Cllr Jacobs declared that she was the applicant for the Old Vicarage planning application.



Minutes of the Sparsholt Parish Council held on Tuesday 8th June 2021:  It was RESOLVED that the minutes be accepted as a true record and Cllr Jones signed and dated the minutes.



Matters Arising: 

  1. The ditch alongside the B4507 after the Sparsholt turn by Golden Acre:  Cllr Jones has met with the contractor and the work will start soon.  The Parish Councillors thanks Cllr Jones for his work on this.
  2. Letter to OCC Highways regarding parking:  Resolved, remove from the agenda.
  3. Letter re peppercorn rent for using cemetery ground for grazing:  Cllr Jones will send a draft to Cllr Comyn to finalise.

  1. Approval of the finance Report up to the 31st August 2021:  The RFO reported that the bank account switch money had arrived in the account.  Cllr Comyn read out the report and proposed acceptance, seconded by Cllr Jacobs and agreed by Cllr Jones. 
  2. Approval of any payments to be made:  Cllr Comyn proposed

the list of payments for The Clerk’s salary for August £80.95, RFO’s salary for August £48.52, Clerk’s salary for September £80.95, RFO’s salary for September £48.32, PAYE £97.00, the Clerk’s salary for October £80.75, the RFO’s salary for October £48.52 seconded by Cllr Jacobs and agreed by Cllr Jones.

  1. Any other finance matters:  The RFO suggested that the telephone box library be added to the Insurance and valued it at £5,000, Cllr Comyn proposed this, seconded by Cllr Jones and agreed by Cllr Jacobs.















New Applications:

P21/V2305/HH Ickleton House, Westcot, OX12 9QD:  Single-storey side extension, replacing existing boiler house and providing new side entrance porch, boiler room and associated works.  The applicant was invited to explain the application.  Cllr Jones proposed a response of “no objections” seconded by Cllr Jacobs.  The Clerk to submit the response. 

P21/V2452/DIS The Old Vicarage, Sparsholt, OX12 9PU:  Discharge of condition 3 (submission of Boundary Wall details) in application P19/V3346/HH single storey extension, new porch, internal and external remodelling (replacement of garden fence with a wall as per drawings received 22 January 2020).  Information only no need to discuss.


P21/V2112/DIS and P21/V1550/DIS The Old Vicarage, Westcot, OX12 9PU:  Discharge of condition 4 (submission of boundary wall details on planning application P19/V3347/LB and discharge of condition 4 (submission of details) and 5 (joinery details) on application P20/V2772/LB.  (Single storey extension, new porch, internal and external remodelling).  No decision.

P21/V1492/DIS Sparsholt House, Sparsholt Street, Sparsholt, OX12 9PT: Discharge of conditions-Conditions 3 (External Materials of outbuildings),5 (Submission of Joinery Details), 7 (Tree Protection Details), 8 (Landscaping Scheme), 9 (Watercourse Protection Plan) in application P20/V3084/HH & Condition 5 (Submission of Joinery Details) in application P20/V3086/LB. Demolition of single-storey side extension, modern stable building and tack store. Internal and external works to main Listed Building, inclusive of new single-storey side and rear extensions. Erection of new 3-bay stable block. Erection of new brick potting shed. Alteration and enlargement of existing timber barn. Internal and external alterations to Coach House.  No decision.

P21/V1176/HH and P21/V1177/LB The Shepherds Cottage, 2 Watery Lane, Sparsholt, OX12 9PP:  Replace the current central heating system.  No decision

P21/V1486/HH and P21/V1487/LB Rectory House, Broadband Lane, Sparsholt, OX12 9PT:  Conversion of barn into changing rooms for outdoor pool, gym, home office, dining/socialising area.  Including enlarging of the existing window openings to the south elevation, the addition of a window to the north elevation and the addition of roof lights to the south and west elevations.  Granted.












Grass cutting and Cemetery Hedge cutting:  Cllr Jones to ask BGG to cut the grass verges at the end of September at a cost of approx. £300, this was agreed unanimously.  Cllr Jones to get a quote for the annual cemetery hedge trim.  Due to the timing of the next meeting Cllr Jacobs proposed acceptance if the quote was less than £850, seconded by Cllr Comyn and agreed by Cllr Jones. 

Blocked culvert and floor at Westcot Green:  Cllr Jones reported that OCC have agreed to jet out the blocked culvert when they do the other work.  Cllr Jones suggested that this work should be done once a year and that a quote should be obtained for this regular work starting next year.

Footpath on the west side of Glebe House:  Cllr Jones has reminded the owner of the responsibility to keep this footpath clear of vegetation.

Painting of Village green rail and no through road signs in Sparsholt:  Cllr Comyn said that the paint has come off and will obtain a quote to rub down, undercoat and re-paint with metal paint matt black.

Tree surgery re. Village trees: Day Lane, Westcot lane, Church Way:  Cllr Comyn suggested that the trees in the village at these locations should be checked and maybe the crowns raised to preserve their shape.  Cllr Jones agreed to check the trees and report back to the Parish Council.

DC Barrow Report:  See attached.



Queen’s Jubilee:  Cllr Jacobs hopes that grants will be available and suggest a “bring and share” picnic with live music will be easier to organise using the Village Green and the Griffin Memorial hall.  The pub will be open and will also offer food.   It was agreed that the road outside the hall will be closed off to through traffic and a date to be arranged.  Cllr Jacobs happy to co-ordinate.

Correspondence sheet:  No comments.



Any other business:  Cllr Comyn mentioned that Lonsdales estates has put forward a development site in the latest call for sites.  Cllr Comyn proposed that he draft a letter, to be circulated to the Parish Councillors for agreement, to be sent to the District Council planning department reminding them of the embargo on development of the western vale villages.  This was agreed unanimously.

It was agreed unanimously that no extra salt was required this year.

Date of Next Meeting:  Wednesdays 3rd November and 1st December 2021 starting at 7.30pm to be held in Griffin Memorial Hall.    

The Parish Council may need to change this date as necessary.
