Minutes of the Meeting of Sparsholt Parish Council held on

Wednesday 31st July 2019 at Griffin Memorial Hall starting at 7.00pm

Present: Councillors Comyn (Chairman), Caudle, Jacobs and Jones, the Clerk and RFO.

Minutes for Approval:

Approve Minutes of the Annual Sparsholt Parish Meeting held on Wednesday 17th May 2019:  The Minutes were proposed as a true record by Cllr Comyn, seconded by Cllr Jacobs.

Approve Minutes of the Annual Meeting of Sparsholt Council held on Wednesday 17th May:  The Minutes were proposed as a true record by Cllr Comyn, seconded by Cllr Jacobs.

Approve the Minutes of the Finance Meeting of Sparsholt Parish Council held on Wednesday 29th May 2019:  The Minutes were proposed as a true record by Cllr Comyn, seconded by Cllr Jacobs and agreed by Cllr Caudle.

Approve the Minutes of the Planning Meeting of Sparsholt Parish Council held on Tuesday 2nd July 2019:  The Minutes were proposed as a true record by Cllr Comyn, seconded by Cllr Jacobs and agreed unanimously.

Matters Arising:

  1. B4507 – update Cllr Comyn and Angie Brown:  OCC have decided that this is not within their parameters to change the road speed to 50 mph.  If the other Parishes along the B4507 were in agreement and would pay for the change to 50mph OCC may reconsider.  Remove from the Agenda. 
  2. Clerk Contract – update the Clerk:  The Clerk noticed that her pro rata holiday pay should have increased after 5 years’ service, this equates to approx. £13.  Cllr Comyn proposed that the back pay is paid to the Clerk and that 25 days pro rata is calculated with the pay from this date, seconded by Cllr Caudle and agreed unanimously.  Cllr Comyn and the Clerk signed the Clerks contract.  
  3. Clerks monthly timesheet – update the Clerk:  The Clerk circulated a completed timesheet by email.  The Parish Councillors agreed this was adequate.
  4. Land registry number for the cemetery – update Cllr Comyn:  Ongoing.
  5. Defibrillator training – update Cllrs Barnes and Comyn:  Cllr Barnes has given Lee Shann three Sunday afternoons to choose from; 15th, 22nd or 29th September 2019.
  6. Triangle Woods – update Cllr Comyn:  Cll Jones suggested that Cllr Comyn contact George Chichester at Strutt and Parker as land agents.
  7. For Sale signs on Partridge Way and Days Lane – update Cllr Comyn:  Two signs have now been removed, Cllr Comyn chasing to get the third removed.
  8. Damaged verges on Days Lane – update Cllr Comyn:  Cllr Comyn to follow up with Mrs Ahern as it was her builders that damaged the verges.
  9. Parking too close to the junction of Church Way – update Cllr Comyn:  Cllr Jones suggested Cllr Comyn contacts George Chichester at Strutt and Parker.
  10. Risk Assessment for the Cemetery- update Cllr Comyn:  Cllr Comyn has looked at the Risk Register suggested and read the Environmental Pollution regulations.  The Government recommends that a Tier 1 Survey is only required when a cemetery is being extended or altered or there has been a pollution incident.  The cemetery is on a hill and the water drains away from the site.  There are no mass burials on site only single burials.  Remove from the Agenda.

Finance:

  1. Finance reports up to 30th June 2019:  The RFO read through the finance report and Cllr Comyn proposed acceptance of it, seconded by Cllr Caudle and agreed unanimously.
  2. Approval of any payments to be made:  The payments were proposed by Cllr Comyn, seconded by Cllr Caudle and agreed unanimously.
  3. Any other finance matters:  Cllr Jones suggested that the Parish Council Insurance company should be asked if our cover would include Triangle Woods if it was a public area.  Cllr Jones offered to produce a map and Cllr Comyn will put together a description of the potential use to submit to the Insurance company.

The RFO asked if the Parish Council would permit online banking for payments agreed at meetings.  Cllr Comyn proposed acceptance of this, seconded by Cllr Jacobs and agreed unanimously.  The RFO to get the forms from the bank.

It was unanimously agreed to add Cllrs Caudle, Jacobs and Jones as bank signatories, the RFO to get the Bank forms.

Planning:

New Applications:

P19/V1593/DIS Sparsholt Manor, OX12 9PT:  Discharge of conditions 4 – Archaeology, 5 – Archaeology, 7 – Tree Protection to application P18/V2371/HH.  Refurbishment and extension of Sparsholt Manor within its associated parkland, with the demolition and replacement of a stable yard and remodeling of parts of the parkland with the provision of a new walled kitchen garden and structures (As amended by additional information received on 25 October 2018.  Amended plans and further documentation submitted on 29 December 2018.  Amended plans and documentation submitted on 19 February 2019 and 24 March 2019).  It was agreed unanimously that no comments were required.

P19/V1446/HH 3 West Street, Sparsholt, OX12 9PR:  Demolition of storey extension.  No decision.

P19/V3100/HH Home Farm, Sparsholt, OX12 9PL:  Proposed extension to create utility and kids room and garage with a bedroom and en suite above in roof space and internal alterations.  No decision.

Cemetery:  Cllr Comyn no items to report.

Memorial Oak Tree in Church Way:  The Memorial Tree and plaque were accidently destroyed by the grass cuter when cutting the verges.  The Clerk has spoken to the grass cutter and has obtained a replacement Oak tree and plaque.  Cllr Jones agreed to position and protect these from future grass cutting incidents.

Correspondence sheet:  No queries.

Any other business:  Nick Price has requested contact details for the Parish Councillors for the website.  All Parish Councillors agreed to have just their name and email address.  The Clerk to inform Nick.

A vehicle recently crashed into the railings on both sides of Sparsholt Street.  One side belongs to the Swire and the other is on OCC land.  The Clerk reported this on “fix my street”.  Cllr Comyn will speak to Lee Turner about repositioning the 30mph sign to further along Sparsholt street, going out of the village.

Cllr Caudle asked who is responsible for maintaining the style and bridge between Sparsholt Common and the Carters field as it is broken.  Cllr Comyn agreed to speak to Mr Carter when he takes the village Hall key back.  Cllr Jacobs also asked Cllr Comyn to mention the cows as they can be quite intimidating when you walk along the footpath through the field.

Cllr Caudle asked about the large dead tree branch that had been cleared by Iain Brown and left on Lonsdale Land.  Cllr Jones offered to speak to Lonsdale Estates to ask them to remove it.  It was commented that the conifers were very large and overhanging the road.  Cllr Jones said that the trees are not at risk of falling.

Cllr Comyn will liaise with Arthur McEwan-James regarding the bridge at the bottom of Westcot Lane.

A parishioner has emailed Cllr Barnes with a complaint about dog poo.  Nick has put a plea on the website for owners to be more considerate, the Clerk to add to her “Chat from the Clerk” in the September newsletter.

Date of next Meeting: Wednesdays 18th September, 27th November 2019 all starting at 7.00pm at the Griffin Memorial Hall.

The Parish Council may need to change this date as necessary.
