Minutes of Planning Meeting of Sparsholt Parish Council held on


Wednesday 31st January 2018 at Griffin Memorial Hall starting at 7.30pm


Present: Councillors Comyn (Chairman of the meeting), Barnes, Brown and Downie, the Clerk and 1 parishioners.

  New Applications:

  1. P17/V2786/FUL and P17/V2787/LB Westcot Farm Westcot, OX12 9QA:  Conversion of the existing listed barn into 2 no residential accommodations(Amended plans received 27 November to amend the red line area, additional amended plans received 18 January to extend residential garden and parking to the north.  Cllr Comyn showed the other Parish Councillors a copy of the original drawings from October 2017 when the conversion was first submitted to the planning department and the subsequent amended drawings.  The Parish Council commented that they wanted the drainage drawn on the plan, this was supported by the Planning Officer.  On the 23rd November 2017 amended drawings were submitted showing the drainage with a passage way to an outfall in the paddock area.  The red line area was the same as the original but with more detail added.  There was no vehicle access shown but parking for the new dwelling was shown.  The septic tank was shown on agricultural land and the Parish Council objected.  On the 13th December 2017 more amended drawings were submitted showing a site access onto Westcot Lane and the red line was extended to include this.  Also shown was that the Fertilizer shed would be demolished to make way for the access.  Further amendments have been submitted on the 17th January 2017 showing the existing site access.  The red line has been moved to show a larger footprint and agricultural land convert into domestic.  The remaining agricultural land will become land locked with no access other than across domestic land.  Cllr Comyn stated that the drainage is shown inside the blue line so there is no need for the red line to be extended, Cllr Brown agreed.  Cllr Comyn does not think that it is necessary to draw the red line to include the access and the red line should go back to the original position.  The residential footprint is shown as far too big on the latest drawings.  Cllr Comyn wondered if there were any other barns that could be converted in the farm area.  Cllr Barnes said that he would be happy if other brick barns were converted to tidy up the site.  Cllr Comyn proposed that the Parish Council objects to the size of the residential footprint for a simple conversion and offered to compose a response, to be circulated before submission.  This proposal was seconded by Cllr Downie and agreed unanimously.  The Parish Councillors arranged a site visit for 2.30pm on Saturday 3rd February. Cllr Comyn to contact Barry to arrange and ask him to attend and explain the latest proposal. 












Dates of Next Meetings: Parish Council meetings Wednesdays 21st February, 21st March, 18th April and the AGM 16th May 2018 all starting at 7.30pm at the Griffin Memorial Hall.

The Parish Council may need to change this date as necessary.
