SPARSHOLT PARISH COUNCIL

 

Minutes of the Meeting of Sparsholt Parish Council held on

Wednesday 27th March 2019 at Griffin Memorial Hall starting at 7.30pm

 

Present: The Chairman Councillor Comyn, Deputy Chairman Councillor Brown, Councillors Barnes and Downie and the Clerk and 2 parishioners.

Minutes of the Meeting of Sparsholt Parish Council held on Wednesday 27th February 2019:  The minutes were amended and the amendments were proposed by Cllr Comyn, seconded by Cllr Brown an agreed by Cllr Downie.  The minutes were then proposed as a true record by Cllr Comyn, seconded by Cllr Brown and agreed by Cllr Downie.

Matters Arising: 

  1. B4507:  Ongoing, Cllr Comyn has emailed Lee Turner and mentioned that Paul Newton is prepared to cut this back but is concerned that it might require a road closure but also that it is not all his hedge.  Angie Brown has mentioned the hedge to DC & CC Constance and will email her a sketch of the problem.
  2. Westcot Village Green Notice Board and Litter Bin:  Ongoing, Cllrs Brown and Downie.
  3. The Old Vicarage Yew Tree:  A parishioner thinks that the work has been completed, remove from the agenda.
  4. Clerks Contract:  Cllr Barnes had previously circulated a draft contract based on the standard NALC contract and asked the Clerk a few questions that needed clarifying.  An increase to £12.89 an hour will be made in April in line with NALC guidelines.  Cllr Barnes will make the amendments and present at the next meeting for signing. The RFO contract to also be revised.  Cllr Barnes proposed that the Clerk fill in time sheets, seconded by Cllr Comyn and agreed unanimously.  Cllr Barnes to produce.   
  5. Land Registry number for the cemetery:  Cllr Comyn has received the land registration details from the RFO stating that the land is currently unregistered.  Cllr Comyn has the title deeds with measurements so agreed to register the land with Land Registry.  Cllr Comyn has spoken to Mr Lee and an agreement will be formalised.  The land is landlocked so only Mr Lee has access to use it for grazing.  A peppercorn rent of £10 a year to maintain the land was proposed by Cllr Comyn, seconded by Cllr Brown and agreed unanimously.
  6. Phone Box Exchange:  Cllr Barnes has presented costings of £117.76 for the glass and paint, this was proposed by Cllr Comyn, seconded by Cllr Brown and agreed by Cllr Downie.  Cllr Williams has agreed to do the work free of charge.  Books have already been added. The telephone box to be added to the asset register. Remove from the agenda.  
  7. Defibrillator training:  CPR training including defibrillator training to be arranged with Lee Shann by Cllr Comyn.     
  8. Triangle Woods:  No update.
  9. Cemetery Extension Land:  Covered in e) above.
  10. Westcot Village Green:  Cllr Comyn to speak to the new owners of Westcot Farm House.
  11. Local Plan 2031 part 2:  Cllr Comyn reported that no comments were required.
  12. Lonsdales Estates contact details:  Cllr Comyn has contact details of Liz Dykes who is in charge.  Nick Price has queried whether “For Sale” signs for the new dwellings in the farmyard, are allowed on both Partridge Way and Days Lane.  Cllr Comyn offered to write to the Vale of White Horse DC about this.

Finance:

  1. Approval of the Finance Reports up to the 28th February 2018:  Cllr Comyn read through the monthly report and proposed acceptance, seconded by Cllr Brown and agreed unanimously. Cllr Comyn initialled the bank statements.
  2. Approval of any payments to be made: The Clerk’s salary for March including back dated holiday pay £256.08, the RFO’s salary for March including back dated holiday pay £105.36 and Griffin Memorial Hall charges for the Parish Council meetings £43.00, signing was proposed by Cllr Comyn, seconded by Cllr Brown and agreed unanimously.

Planning:

Decisions:

  1. P18/ V2371/HH & P18/V2372/LB Sparsholt Manor, OX12 9PT:  Refurbishment and extension of Sparsholt Manor within its associated parkland, with the demolition and replacement of a stable yard and remodelling of parts of the parkland with the provision of a new walled kitchen garden and structures.  No decision.  Cllr Comyn commented that amendments to the garden only had been requested by the Vale of White Horse planning department.
  2. P18/V3100/HH Home Farm, Watery Lane, Sparsholt, OX12 9PL:  Proposed extension to create utility and kids room and garage with a bedroom and en suite above in roof space and internal alterations.  No decision.
  3. P19/V0302/FUL Humber Barn, Westcot, OX12 9QA:  Construct riding menege within the confines of a pony paddock to the rear of Humber Barn.  No decision.

Cemetery:  Cllr Comyn reported that there had been two internments of ashes and memorial tablets had been laid.

Correspondence Sheet:  Cllr Brown queried the email on the 5th March which had been forwarded to Cllr Comyn, it was regarding one of the internments of ashes.  Cllr Brown also asked about the road closure as he had a problem opening the attachment, this was clarified as Days Lane.  Cllr Barnes asked about the Election notices and the Clerk handed out nomination forms for completion.  The clerk will deliver any that are completed and returned to her by Tuesday 2nd April.

Any other business:  None.

Date of Next Meetings: Wednesday 24th April 2019 starting at 7.30pm at the Griffin Memorial Hall.  The Parish Council may need to change these dates as necessary.
