SPARSHOLT PARISH COUNCIL

 

Minutes of the Meeting of Sparsholt Parish Council held on

Wednesday 24th April 2019 at Griffin Memorial Hall starting at 7.30pm

 

Present: The Chairman Councillor Comyn, Deputy Chairman Councillor Brown, Councillors Barnes, Downie and Williams, the RFO and the Clerk and 4 parishioners.

Declaration of Acceptance of Office, Declarations of Interest & Reminder of the Code of Conduct:  None.

Minutes of the Meeting of Sparsholt Parish Council held on Wednesday 27th March 2019:  The minutes were proposed as a true record by Cllr Comyn, seconded by Cllr Downie and agreed by Cllrs Brown and Barnes.

Matters Arising: 

  1. B4507:  Ongoing.
  2. Westcot Village Green Notice Board and Litter Bin:  Ongoing, Cllrs Brown and Downie.  Remove the Litter bin as this has been completed.
  3. Clerks Contract:  Cllr Barnes has made the amendments to the contract and gave the Clerk a copy to read through, to be signed at the next meeting. The RFO contract to also be revised.  Cllr Comyn thanked Cllr Barnes for his work on the contract.
  4. Land Registry number for the cemetery:  Cllr Comyn has submitted an application and paid for the land registry application.
  5. Defibrillator training:  CPR training including defibrillator training to be arranged by Cllr Barnes with Lee Shann in the Griffin Memorial Hall on a Sunday in May.  Lee is waiting to hear back from Dan Ruby of the First Responders.    
  6. Triangle Woods:  No update.
  7. Westcot Village Green:  Cllr Comyn to speak to the new owners of Westcot Farm House about any plans for the land which is currently not registered as Village Green.  Cllr Brown and other parishioners that have spoken to him would like the tree removed as it may cause a loss of amenity and stated that there is a good case for the land to be registered as Village green. 
  8. For Sale signs on Partridge Way and Days Lane:  Cllr Comyn has emailed the planning department at the VOWHDC but not received a response.
  9. Timesheet:  Cllr Barnes emailed a timesheet to the Clerk.  The Clerk stated that it was not applicable as she only charges the Parish Council to attend the meetings and prepare the paperwork for them, 80 hours a year.  The Clerk agreed to submit a basic timesheet for the next meeting.
  10. Phone Box Library:  The Parish Council thanked Cllr Lawrence for painting the phone box library.

Finance:

  1. Approval of the Finance Reports up to the 31st March 2018:  Cllr Comyn read through the monthly report and proposed acceptance, seconded by Cllr Brown and agreed unanimously. Cllr Comyn initialled the bank statements.
  2. Approval of any payments to be made: The Clerk’s salary for April £77.22, the RFO’s salary for April £47.31 and PAYE £144.00, signing was proposed by Cllr Comyn, seconded by Cllr Brown and agreed unanimously.
  3. Any other finance matters:  None.

Planning:

New Applications:

P19/V0907/HH 4 West Street, Sparsholt, OX12 9PR:  Single and two storey rear/side extension with internal alterations.  Cllr Comyn stated that the proposed application would not overlook any properties or cause harm to any neighbours and suggested a response of “no objections”, seconded by Cllr Williams and agreed unanimously.  The Clerk to submit the response.

Decisions:

  1. P18/ V2371/HH & P18/V2372/LB Sparsholt Manor, OX12 9PT:  Refurbishment and extension of Sparsholt Manor within its associated parkland, with the demolition and replacement of a stable yard and remodelling of parts of the parkland with the provision of a new walled kitchen garden and structures.  Granted.
  2. P18/V3100/HH Home Farm, Watery Lane, Sparsholt, OX12 9PL:  Proposed extension to create utility and kids room and garage with a bedroom and en suite above in roof space and internal alterations.  No decision.
  3. P19/V0302/FUL Humber Barn, Westcot, OX12 9QA:  Construct riding menege within the confines of a pony paddock to the rear of Humber Barn.  Granted.

Cemetery:  Cllr Comyn reported that there was no update.  Cllr Brown has emptied the bins and was thanked by the Parish Council for doing this.

Correspondence Sheet:  None.

Any other business:  Nick Price sent an email to the Clerk asking about the Days House development.  P17/V3068/DIS is still listed as open on the Vale planning portal and Nick wanted to know when the drainage/sewage requirements would be met and completed.  This is a VOWHDC matter and the Parish Council are not involved.  Nick also mentioned the damage caused to the verges which made it difficult for him to cut the grass.  Any damage to the verges caused by the construction traffic was agreed to be reinstated.  Cllr Comyn offered to speak to the owners of Days House about repairing the verges.

Cllr Comyn mentioned that Thames Water will be digging up Days Lane for 3 days soon.

Cllr Barnes asked if there was anything that could be done about vehicles parking too close to the junction of Church Way.  Approaching highways for white lines was suggested.  Cllr Comyn offered to speak to the Swires and ask them to talk to the owners of the vehicles, explaining the dangers.

Cllr Comyn expressed thanks to Cllrs Brown, Downie and Williams on behalf of both himself and the Parish Council for their years of service.  Both attending meetings and practicable help around the Village.  This was agreed by Cllr Barnes.

Date of Next Meetings: The Annual Parish Meeting and the Annual Meeting of Sparsholt Parish Council to be held on Wednesday 29th May 2019 starting at 7.30pm at the Griffin Memorial Hall.  The Parish Council may need to change these dates as necessary.
