Minutes of the Meeting of Sparsholt Parish Council held on

Wednesday 21st November 2018 at Griffin Memorial Hall starting at 7.30pm

Present: The Chairman Councillor Comyn, Deputy Chairman Councillor Brown and Councillor Downie, the Clerk and 3 parishioners.





Apologies:  Cllrs Barnes and Williams and the RFO.



Declaration of Acceptance of Office, Declarations of Interest & Reminder of the Code of Conduct:  Cllr Brown 5c) his daughter is receiving one of the payments being authorised. 



Minutes of the Meeting of Sparsholt Parish Council held on Wednesday 17th October 2018:  The minutes were proposed as a true record by Cllr Comyn, seconded by Cllr Downie and agreed by Cllr Brown.



Lee Shann, a parishioner and Community Responder introduced himself and explained his role with regards 999 calls.  Lee is happy to do some CPR and defibrillator training for the village.  A teenage session was also suggested.  Dates to be arranged in January 2019.  Lee then left the meeting.



Matters Arising: 

  1. B4507:  Ongoing Cllr Comyn will speak to Lee Turner.  Angie Brown to ask Paul Newton on behalf of the Parish Council, about hedge cutting at the Eastmanton crossroads as the hedge is level with the road.   
  2. Westcot Village Green Notice Board and Litter Bin:  Ongoing, Cllr Brown has moved the litter bin away from the Notice Board.
  3. The Old Vicarage Yew Tree:  Ongoing Cllr Williams.
  4. Clerks Contract:  Ongoing Cllr Barnes. 
  5. Land Registry number for the cemetery:  Cllr Comyn will speak to Land Registry.
  6. Phone Box Exchange:  Ongoing.
  7. Salt order and Salt Rota:  Salt has not been delivered yet, Cllr Comyn to speak to Lonsdale Estates office to ensure that access is permitted to the salt that has been stored in their yard.  Cllr Brown to update the rota and tell Nick Price that it was decided that it would not be published on the website.  
  8. Defibrillator training:  To be arranged in the New Year.
  9. Triangle Woods:  Cllr Comyn will speak to Merlin Swire about this.
  10. Rail Pole needs replacing on the Sparsholt Village Green:  Cllr Comyn spoke to Ian Lambourne and he has agreed to fix this.




  1. Approval of the Finance Report up to the 31st October 2018:  Cllr Comyn read through the report and proposed acceptance, seconded by Cllr Downie and agreed by Cllr Brown. Cllr Comyn initialled the bank statements.
  2. Approval of any payments to be made: The Clerk’s salary November £66.31, the RFO’s salary November £40.88 Griffin Hall Management for Hall hire October and November £28.00 and Alexander Brown for Westcot Green grass cutting £60, signing was proposed by Cllr Comyn, seconded by Cllr Downie and agreed by all except Cllr Brown who abstained from the vote on his daughters payment.
  3. Draft Budget:  The RFO had forwarded the draft Budget and Cllr Comyn read through and proposed acceptance, seconded by Cllr Brown and agreed by Cllr Downie.  Cllr Comyn proposed that the precept should remain the same figure as last year, £3,500, seconded by Cllr Downie and agreed by Cllr Brown.  Land registry fess and any other extra expenses can come from reserves.     
  4. Any other finance matters:  The Wantage Independent Advice Centre have asked for a donation and Cllr Comyn proposed the same sum as last year £50, seconded by Cllr Brown and agreed by Cllr Downie.  The Clerk submitted expenses for printer ink of £32.00, this was proposed by Cllr Comyn, seconded by Cllr Brown and agreed by Cllr Downie.
















New Applications:

  1. P18/V1808/FUL Lodge Farm, Chidrey:  Discharge of condition 4 – bat licence on application ref. P18/V1808/FUL.  For information only.


  1. P18/ V2371/HH & P18/V2372/LB Sparsholt Manor, OX12 9PT:  Refurbishment and extension of Sparsholt Manor within its associated parkland, with the demolition and replacement of a stable yard and remodelling of parts of the parkland with the provision of a new walled kitchen garden and structures.  No decision.  The Ecological Officer has commented against filling in the pond to make a Kitchen garden.





Cemetery:  Cllr Comyn has three cheques that need to be paid in.  Cllr Comyn will speak to Antony Lee about formalising the grazing arrangement in the cemetery extension land.



Correspondence Sheet:  None.



Any other business: 

  1. Angie Brown reported that the drain problem on Westcot Lane by Odstone has been dug up and repaired.  Cllr Brown has cleared the ditch and the water is running down well now.
  2. Cllr Brown reported that a conifer has been planted on the village green in Westcot and that he has asked Arthur McEwan-James for advice on this as it is a public open space.





Date of Next Meetings: Wednesdays 23rd January and 27th February 2019 starting at 7.30pm at the Griffin Memorial Hall.  The Parish Council may need to change this date as necessary.
