Minutes of Meeting of Sparsholt Parish Council held on

Wednesday 21st March 2018 at Griffin Memorial Hall starting at 7.30pm


Present: Cllrs Brown, Downie and Williams, the Clerk and 1 parishioner.





Apologies:  Cllrs Comyn, Barnes and the RFO.



Declaration of Acceptance of Office, Declarations of Interest & Reminder of the Code of Conduct:  None.



  Minutes of the Meeting held on Wednesday 21st February 2018: 

  Cllr Brown proposed signing the Minutes of Wednesday 21st February as a true record,

  seconded by Cllr Downie and agreed Cllr Williams. 



Matters Arising: 

  1. B4507 50 mph speed restriction update:  No update.
  2. Cemetery rules:  Cllr Comyn still to send the Cemetery Rules to Nick to publish on the website.
  3. Potholes:  Some potholes have been  filled with what seems to be a substandard material, the Clerk to complain as the filling will bounce back out as the traffic goes over them.  Angie Brown offered to take a photograph.
  4. Eastmanton Box hedge:  No update from Cllr Comyn. It was noted the boundary roadside hedge to number 3 Eastmanton Cottages has been taken out. As there is no roadside verge it was suggested a copy of the County Council highway boundary map was obtained.
  5. Definitive Map:  Cllr Barnes has informed the Parish Council that paper copies are no longer available and sent a link round of where the map can be downloaded.
  6. Leaves of Broadbrook Lane:  Cllr Williams has finished the leaves and cut off an overhanging branch.
  7. Tree on Church Way:  Cllr Brown reported that dead tree has been removed by Matt Coe, it was 34 years old which corresponds with the date that the Parish Council planted them.  The Parish Council will discuss planting more  trees.  Cllr Brown spoke to Barry Jones from Lonsdale estates about the trees and Barry is concerned about liability for the trees and enquired who is responsible for the ditch.  Barry Jones asked if the Parish Council would provide a letter reassuring Lonsdales Estate that they would not be held responsible for the trees or the ditch.  Cllr Brown offered to compose the letter and enclose a map.  Cllr Brown also  suggested  asking OCC to  investigate the possibility of a diversion under the road, from Rams Paddock, into the south side ditch crossing back to the north side near number 10 Blacklands and the rear entrance to the Old Glebe   Barry and Cllr Brown are going to work out if the water levels will work before asking OCC.  .
  8. Proposal to increase airspace from Brize Norton and Oxford International:  No update from Cllr Comyn but the Clerk explained that the proposal was to make the airspace safer by obtaining more control.  The owners of small private light aircraft were objecting as they want to continue having  the freedom to fly where they want.
  9. Salt rota on the website and Newsletter:  The salt rota is still to be sent by Cllr Comyn to Nick to be posted on the website.  The Clerk reported that she had inserted the request for more volunteers in the newsletter.  Mr Carter was thanked for all his salting, snow clearance and towing out of stuck vehicles during all the spells of bad snow.

  1. Finance report up to the 28th February 2018:  Cllr Brown read through the report proposed acceptance and signing of the finance report, seconded by Cllr Downie and agreed by Cllr Williams.  Cllr Brown initialled the bank statements. 
  2. Approval of any payments to be made:  Clerks salary £64.91 for February, Clerks salary £64.91 for March, RFO salary £39.96 for February, RFO salary £39.96 for March, PAYE £16.20, OALC New Councillors course £96.00, Griffin Memorial Hall invoice for hall hire £40 plus electric £9, Matt Coe for the removal of the dead tree  £235 all payments proposed by Cllr Brown, seconded by Cllr Downie and agreed by Cllr Williams.  It was unanimously agreed to complete the bank form to change the address for the bank statements and new signature to the new RFO.
  3. Any other Finance matters:  Anthony Lee has obtained a quotation of £2,450.00 plus VAT from Abingdon Stone and Marble for the renovation works to the war memorial.  Cllr Downie proposed the contribution of £1,000 from the Parish Council is now paid to Mr Lee towards the costs, seconded by Cllr Williams and agreed by Cllr Brown.  The remainder of the money will be funded by families of persons listed on the memorial and donations form parishioners. Mr Lee is circulating a letter to each household.












  1. P17/2713/HH 5 West Street, Sparsholt, OX12 9PR:  Proposed two storey rear extension.  Granted.
  2. P17/V2786/FUL and P17/V2787/LB Westcot Farm, Westcot, OX12 9QA:  Conversion of the existing listed barn into 2 no residential accommodations.  No decision.

  New Applications:  None.



Cemetery and Cemetery Rail:  Ongoing.



Correspondence Sheet:  Cllr Brown explained the proposed road closure by Days House was to install a new water supply to the new house and Days House, he also  stated that he had asked Thames Water if they would consider putting in a new supply to the other two houses at the same time.



Any other business: 

  1. Cllr Barnes had sent an email following the New Councillors course that he had attended with various questions.  These will be addressed at forthcoming meetings.
  2. Angie Brown has chased OCC on the Westcot drainage problem and been told that there is currently no money available but the work will be completed in the new financial year.  Angie Brown has forwarded OCC the email about the Days House road closure so that the works will not be done at the same time.
  3. Cllr Downie has asked that the Defibrillator instructions be kept at Griffin Memorial Hall and the guarantee to be kept with the invoice by the RFO.

Dates of Next Meetings: Parish Council meetings Wednesdays 18th April and the AGM 16th May 2018 all starting at 7.30pm at the Griffin Memorial Hall.

The Parish Council may need to change this date as necessary.
