Minutes of the Meeting of Sparsholt Parish Council held on

Wednesday 18th September 2019 at Griffin Memorial Hall starting at 7.00pm

Present: Councillors Comyn (Chairman), Caudle and Jones, the RFO and Clerk and two parishioners.





Apologies:  Cllr Barnes and Jacobs and DC Barrow.



Declaration of Acceptance of Office, Declarations of Interest & Reminder of the Code of Conduct:  None.



Minutes for Approval:

Approve the Minutes of the Sparsholt Parish Council meeting held on Wednesday 31st July 2019:  Cllr Comyn proposed acceptance of the minutes, seconded by Cllr Caudle and agreed by Cllr Jones.

Approve the Minutes of the Sparsholt Parish Council Planning meeting held on Wednesday 21st August 2019:  Cllr Comyn proposed acceptance of the minutes, seconded by Cllr Jones and agreed by Cllr Caudle.



Matters Arising:

  1. Land registry number for the Cemetery:  Cllr Comyn to make a voluntary registration to Land Registry.
  2. Defibrillator training:  Cllr Barnes and Lee Shann are arranging this.
  3. Triangle Woods:  Cllr Comyn has sent an email including attachments to Mr George Chichester of Strutt and Parker, land agents for the Swires, awaiting a reply.  Cllr Jones agreed to speak to both George and Sam Swire about this matter.
  4. For Sale signs on Partridge Way and Days Lane:  These have been removed, remove from agenda.
  5. Damaged verges on Days Lane:  Cllr Comyn confirmed that some work had been completed but not finished.
  6. Parking too close to the junction of Church Way:  Cllr Jones to speak to George Chichester about the Camper van that is parking too close to the junction. 
  7. Memorial Oak in Church Way:  Cllr Jones has both the Oak, a tree guard and the plaque and will plant after the dry spell.
  8. Stile repair on the Common:  Cllr Comyn had previously met with the Footpath officer and was told that it the landowners responsibility to repair the stile.   Cllr Comyn to write to OCC attaching a map supplied by Cllr Jones and the grid reference supplied by Cllr Caudle.  Cllr Caudle mentioned the bridge over the brook has subsided but this is OCC responsibility to repair, to be included in the correspondence from Cllr Comyn.  A parishioner mentioned that another bridge over the brook at the bottom of Westcot Lane was also in need of repair.  It had been temporarily fixed but the work needs to be completed.  Cllr Comyn to include this also in his correspondence.

  1. Finance reports up to the 31st August 2019:  The RFO read through the report and acceptance was proposed by Cllr Comyn, seconded by Cllr Jones and agreed by Cllr Caudle.  Cllr Comyn initialled the bank statements.
  2. Approval of any payments to be made:  £178.47 Clerks salary August and September, £94.62 RFO salary August and September, Griffin Hall hire £60.00, these payments were proposed by Cllr Comyn, seconded by Cllr Caudle and agreed by Cllr Jones.
  3. Online Banking:  The RFO reported that it is set up and she is awaiting codes.
  4. Any other finance matters:  The RFO asked if the Parish Council could appoint Arrow Accounting to complete the Internal Audit again this year at a cost of £241, Cllr Comyn proposed acceptance of this, seconded by Cllr Caudle and agreed by Cllr Jones. 




New Applications:  None.


P19/V1955/HH & P19/V1956/LB Sparsholt Manor, OX12 9PT:  Removal of existing, linear drive and installation of a new redirected entrance driveway. – Temporary widening of existing gates to facilitate construction traffic.  No decision.

P19/V3100/HH Home Farm, Sparsholt, OX12 9PL:  Proposed extension to create utility and kids room and garage with a bedroom and en suite above in roof space and internal alterations.  No decision.

P19/V1365/FUL Kingston Lisle Park, Kingston Lisle, OX12 9QG:  Polo stick and ball practice field, timber barn and new lake with associated landscape planting.  No decision.







  1. Tom Walker’s daughter has contacted Cllr Comyn regarding a simple cross to be placed on his grave, Cllr Comyn approved the specifications.
  2. A parishioner mentioned the trimming of the beech hedge in the Cemetery.  This will be added to the next agenda for further discussion regarding the height and width of the hedge.







Correspondence sheet:  No comments.



Any Other Business:

  1. A parishioner asked if an out of hours contact had been obtained from Lonsdale Estates.  Cllr Jones responded that Liz Dykes can be contacted between 7.30am and 5.00pm and after that there is an answer machine.
  2. Cllr Caudle offered to remove the dead tree and branch that had been moved by Iain Brown.  Cllr Jones to inform Liz Dykes.
  3. Cllr Barrow had sent in a report for the meeting of District Council matters and this was read out by Cllr Comyn.

Date of next Meeting: Wednesday 27th November 2019 starting at 7.00pm at the Griffin Memorial Hall.

The Parish Council may need to change this date as necessary.
