SPARSHOLT PARISH COUNCIL

Minutes of the Meeting of Sparsholt Parish Council held on

Wednesday 17th March 2021 via Zoom starting at 7.00pm

 

Present: Councillors Barnes, Comyn, Jacobs and Jones, DC Barrow, the Clerk and RFO and 3 parishioner households.

Minutes of the Sparsholt Parish Council Meeting held on Wednesday 20th January and the Finance meeting on Wednesday 3rd February 2021:  The minutes were both proposed as a true record by Cllr Comyn, seconded by Cllr Barnes and agreed unanimously.

Matters Arising: 

  1. Cordless battery powered strimmer:  to be purchased by Cllr Barnes in the spring, including two batteries.  Cllr Jones has produced a map of the areas that need strimming and volunteers will be asked.
  2. Expenditure suggestions:  No response from the notices, speed warning signs were suggested along Blacklands, coming into Sparsholt by the Church but Cllr Comyn did not think this was necessary as both Sparsholt and Westcot are not on through roads.  Replacement wooden benches and their maintenance would be a nice idea.  Cllr Barnes suggested an exercise bike on one of the greens.  The Clerk reminded the meeting that CCllr Constance is trying to get 20 mph restrictions through all the Vale Villages.  Cllr Jacobs suggested maybe the Parish Council could fund a street party on a Saturday in the summer when COVID restrictions are lifted.  Cllr Comyn agreed that this was a good idea.  Cllr Jacobs offered to organise this, maybe towards the end of July.  Cllr Jacobs to gauge support with the Village and the Star public house.  Cllr Comyn offered to help plan.  Cllr Comyn also asked about broadband but Cllr Barnes said that there had been enough sign up for this to go ahead.           
  3.  The ditch alongside the B4507 after the Sparsholt turn by Golden Acre:  Cllr Jones said that Cllr Barnes obtained the name of the landowner but unfortunately they were deceased and he cannot find out who the next of kin is.  Cllr Jones has left it with George Chichester but it is to the Swire’s advantage to get the work done. 
  4. Cemetery Metal gate:  Cllr Jones reported that will be done now the nights are getting lighter.
  5. Sparsholt Trusts and dormant Village charities:  Cllr Corfield reported that the banks had still not responded to the email from Anthony Lee and that he would chase this up.

  1. Stiles and Footpath markers:  Required down Westcot Lane next to Meadow Cottage. Cllr Comyn to contact OCC, ongoing.
  2. Letter to OCC Highways regarding parking:  Cllr Comyn reported that OCC had contacted the owner of the truck and Cllr Jones reported that he has moved the truck to the opposite verge and now parks his car there instead.  Cllr Comyn to inform Lee Turner, OCC of this.
  3. Letter re peppercorn rent for using cemetery ground for grazing:  Cllr Comyn is in the process of producing the lease.  Cllr Jones has produced a map of the area that the lease relates to.

Finance:

  1. Approval of the finance Report up to the 28th February 2021:  Cllr Comyn proposed acceptance, seconded by Cllr Jacobs and agreed unanimously. 
  2. Approval of any payments to be made: Community First Oxfordshire membership was discussed, and it was decided not to renew this.  Cllr Comyn revised the list of payments and proposed payments for HMRC PAYE £97.00, Cllr Barnes Zoom subscription March £14.37, OALC membership £146.16, the Clerk’s salary for March £80.95, RFO’s salary for March £48.32, seconded by Cllr Jacobs and agreed unanimously.
  3. Bank Account Switch:  The RFO confirmed that the switch has gone through and Cllr Comyn thanked the RFO for all her work on this, on behalf of the Parish Council.  All the money was put into a current account so the RFO asked if the Parish Councillors would like her to open a deposit account and how much she should transfer into it.  Cllr Comyn proposed the opening of a deposit account and the transferring of £10,000, seconded by Cllr Jones and agreed unanimously.  The current account is an instant access account so money can be moved easily between accounts.  
  4. Internal Auditor:  The RFO has written to three local Parish Councils and Letcombe Regis responded and recommended their Internal Auditor.  The RFO has spoken to him and he is happy to take on the audit for Sparsholt.  Cllr Comyn proposed the appointment, seconded by Cllr Corfield and agreed unanimously.  The RFO to let the Internal Auditor know.     
  5. Any other finance matters:  The RFO suggested adding Cllr Corfield to the bank account, which will enable him to view the account.  This was proposed by Cllr Comyn, seconded by Cllr Jones and agreed unanimously.

DCllr Barrow Report:  DCllr Barrow emailed through a report on COVID.  DCllr Barrow mentioned that OCC were doing a presentation about the voucher scheme for broadband but Sparsholt and Westcot are already covered.  Cllr Comyn said he would like to attend the presentation, DCllr Barrow to invite him.  After the 8th May 2021 online Parish Council meetings will no longer be permitted unless the legislation is extended.  DCllr Barrow mentioned that East Hanney have purchased a flashing Speed Indicator Device (SID) from a company called Elan City.  It is not currently compliant with EC Rules but is hoping to be added.

Planning:

New Applications:

P21/V0433/LDP 5 West Street, Sparsholt, OX12 9PR:  Certificate of lawful use for the proposed erection of an ancillary timber building.  Cllr Comyn thought that this would be considered permitted development.  Martina, a neighbour said that it is a sizeable building.  The woodland behind these houses was brought jointly to stop any building on it.  It is a large office building 22 sq m with a toilet and is not in keeping with the area.  Martina asked if it could be stopped as from her garden, she will be looking directly on to it.  Cllr Comyn said that it is not an application it is a certificate of lawful use and will be considered permitted development.  Cllr Jones said the land was sold as woodland and the owner had to apply for a change of use to garden/residential, it is still woodland as far as he was aware.  Cllr Comyn agreed to investigate this and will help Martina with her response.  It was agreed unanimously that Cllr Comyn would respond on behalf of the Parish Council once the legalities of permitted development in woodland have been confirmed.

P21/V0339/DIS Westcot Farm, Westcot, OX12 9QA:  Discharge of condition 7 (Bats) on P17/V2786/FUL.  Conversion of the existing listed barn in to 2 no residential accommodation and change of use of the land from agricultural to residential amenity land.  Cllr Comyn proposed no objections to this application, seconded by Cllr Jacobs and agreed unanimously.

Decisions:

P20/V3084/HH Sparsholt House, Sparsholt Street, OX12 9PT:  Demolition of single storey flat roof extension on main house, and the erection of a new single storey lean-to side extension.  Erection of a single storey rear extension to the main house.  Demolition of modern stable building and tack store building.  Extensions and alterations to timber clad barn.  Erection of brick potting shed and the erection of a new stable block.  No decision.

P20/V3086/LB Sparsholt House, Sparsholt Street, OX12 9PT:  Internal and external alterations to the main house.  Demolition of single storey flat roof extension on main house, and the erection of a new single storey lean-to side extension.  Erection of a single storey rear extension to the main house.  Demolition of modern stable building and tack store building.  Extensions and alterations to timber clad barn.  Internal and external alterations to the Coach House.  No decision.

P20/V3002/LDE Northfield Farm Bungalow, Challow, SN7 8NT:  Certificate of Lawful Existing Use in respect of the occupation of Northfield Farm Bungalow for a continuous period in excess of 10 years and in breach of the agricultural occupancy condition.  Granted.

P20/V2772/LB The Old Vicarage, Church way, Sparsholt, OX12 9PU:  Small single storey extension, new front and rear porches, internal and external re-modelling.  Granted.

P20/V0526/FUL Westcot Farm, Westcot, OX12 9QA:  Application for planning permission for conversion of existing farm buildings to form seven family homes with associated parking, amenity areas, landscaping, and associated works.  (Amended plans and information received 24 August 2020 as detailed in the accompanying letter).  Granted.

Cllr Comyn was not happy with how this application was dealt with but stated that there is nothing that can be done.  The 3m Leylandii hedge will screen the view and it has been preserved.  It was agreed that if the hedge dies it will be replaced.  DCllr Barrow was also unhappy with the process.  If the barn was demolished during the re-construction then a new planning application would have to be applied for.  Cllr Comyn said that the Parish Council are only permitted 3 minutes to speak but the Planning Officer can speak for as long as he/she wants.

Any other Cemetery matters:  None.

Defibrillator maintenance:  Cllr Barnes said that the defibrillator had been tampered with and the pin does not align making entry difficult.  Cllr Barnes asked for permission to contact the company that the until was purchased from and ask them to realign the mechanism.  Cllr Comyn proposed this action, seconded by Cllr Jacobs and agreed unanimously.

Correspondence sheet:  Cllr Comyn had noticed the email from DCllr Barrow regarding the Nature Recovery and Climate Change initiatives from the Vale of White Horse District Council and would like DCllr Barrow to keep the Parish Council informed. 

Cllr Barnes thanked DCllr Barrow on his swift action following Cllr Barnes’s photographs of the very icy patch of the B4507.  DCllr Barrow instructed gritting lorries to attend and make the area safe.

Date of Next Meeting:  Finance meeting Wednesday 21st April and the Annual meeting of Sparsholt Parish Council Monday 10th May 2021 starting at 7.00pm via Zoom.    

The Parish Council may need to change this date as necessary.
