Minutes of the Meeting of Sparsholt Parish Council held on

Wednesday 13th June 2018 at Griffin Memorial Hall starting at 7.30pm

Present: The Deputy Chairman Councillor Brown, Councillors Barnes, Downie and Williams, the RFO and Clerk and 2 parishioners.





Apologies:  Cllrs Comyn and Williams and DC & CC Constance.



Declaration of Acceptance of Office, Declarations of Interest & Reminder of the Code of Conduct:  None.



Minutes of the Sparsholt Annual Parish Meeting held on Wednesday 16th May 2018:  The minutes were proposed as a true record by Cllr Brown, seconded Cllr Downie and agreed by Cllr Barnes.  Minutes of the Annual Meeting of Sparsholt Parish Council held on Wednesday 16th May 2018:  The minutes were proposed as a true record by Cllr Brown, seconded by Cllr Downie and agreed by Cllr Barnes.



Matters Arising: 

  1. B4507 50 mph speed restriction update:  Cllr Downie summarized his report suggesting three options; A traffic restriction order (TRO) from Ashbury to Wantage, Advisory speed limit signs, or the best option which is vehicle activated warning signs for Britchcombe Farm (Britchcombe farm to be asked to fund this) and on the sharp bends.  The Thames Valley Police must enforce the 50 mph limit.  The report to be forwarded by the Clerk to the other parish councils and DC & CC Constance and Ed Vaisey proposed by Cllr Barnes, seconded by Cllr Downie and agreed by Cllr Brown.  The Parish Council will have to contribute toward the cost.  Cllr Barnes offered to hand deliver a copy to Britchcombe Farm.
  2. Salt rota on the website:  Still to be published on the website.
  3. Eastmanton Hedge:  Cllr Comyn to speak to Ruth Caulfield who is in touch with the owner of the derelict house regarding the hedge.
  4. GDPR new email addresses:  Cllrs Comyn and Barnes have created new dedicated email addresses.  The cemetery register and any letters concerning the cemetery must be stored securely.  We need to all ask ourselves – do we need to keep this information and if so how ae we going to keep it secure.  Employee contracts must be stored securely. 
  5. The Star Public House – Asset of Community Value:  Ongoing.
  6. Footpath No. 5:  Cllr Brown as Footpath officer reported that Diversion Order has been received.
  7. Westcot Village Green:  Cllr Comyn still to advertise the position of a grass cutter for the Westcot Village Green.

  1. Approval of the Finance Report up to the end of 31st May 2018:  Cllr Brown read through the report and proposed acceptance, seconded by Cllr Barnes and agreed by Cllr Downie.
  2. Approval of any payments to be made:  Falcon signs £ 78.23, the Clerk’s salary £66.11, the RFO’s salary £41.08 and Community First Oxfordshire £35.00 signing proposed by Cllr Brown, seconded by Cllr Barnes and agreed by Cllr Downie.
  3. Assets review:  Next meeting.
  4. Update of Insurance, defibrillator added – update the RFO:  The RFO reported that the insurance company have added the defibrillator to the insurance policy at no extra cost.
  5. Any other finance matters:  reserves may have to be used for grass cutting in the future as OCC are cutting back.













  1. P18/V0627/FUL Hill Barn Stables, road between Sparsholt Firs and Lodge Farm, OX12 9XB:  Erection of new American-barn style stables with19 horseboxes and tack room/store.  Granted.  Nick Price has received a response from the Planning Officer about this application.
  2. P18/V0888/HH 4 West Street, OX12 9PR:  Part demolition of amenity buildings to rear and new single storey extension to rear and front of garage.  Granted.

New Applications:

  1. P18/V1233/HH 2 New Farm Cottages, Westcot, OX12 9QU:  Proposed two storey side and single storey rear extension following demolition of detached garage.  The Parish Councillors discussed the application and referred to the planning application to No 1, the Parish Council had asked for a contact to discuss any disruption/parking obstructions etc.  Cllr Barnes has no objection to eh application but is concerned that the properties a getting larger and more expensive.  A response of no objections was proposed by Cllr Barnes, seconded by Cllr Downie and agreed by Cllr Brown.  The Clerk to submit the response.



















Cemetery and Cemetery Signs and Rail:  Cllr Brown reported that the signs have been fitted.  The rail project is still ongoing.



Westcot Village Green Notice Board:  Cllr Brown and Downie to re stain.

Clerks Contract:  Cllr Barnes has reviewed the original contract and the hourly rate and hours need reviewing.  The pension needs updating and the dismissal process and the procedures and polices need reviewing.  Training needs to be added.  Cllr Barnes will update and put the policies in place.

Membership of Community First Oxfordshire: Nick Price had suggested that membership of Oxfordshire Community First would be beneficial to the Parish CouncilThe cost of £35 was proposed by Cllr Barnes, seconded by Cllr Downie and agreed by Cllr Brown.



Correspondence Sheet:  No comments.



Any other business: 

  1. A yew hedge belonging to Hugo and Claire Jacobs is overgrown and it was agreed that the Clerk should write to them at the Old Vicarage asking them to cut this back.





Date of Next Meetings: Wednesdays 25th July, 12th September, 17th October, 14th November, 5th December 2018 all starting at 7.30pm at the Griffin Memorial Hall.

The Parish Council may need to change this date as necessary.
