SPARSHOLT PARISH COUNCIL

Minutes of the Meeting of Sparsholt Parish Council held on

Tuesday 8th June 2021 held in Griffin Memorial Hall starting at 7.30pm

 

Present: Councillors Barnes (Deputy Chairman), Corfield and Jones, DC Barrow, the Clerk and RFO and 1 parishioner.

Cllr Barnes chaired the meeting in the absence of the Chairman.

Declaration of Acceptance of Office, Declarations of Interest & Reminder of the Code of Conduct:  None.

Minutes of the Sparsholt Annual Parish Meeting and the Annual meeting of Sparsholt Parish Council both held on Wednesday 12th May 2021:  Cllr Jones proposed acceptance of the minutes of the Sparsholt Annual Parish Meeting, seconded by Cllr Barnes.  Cllr Barnes proposed acceptance of the Annual Meeting of Sparsholt Parish Council, seconded by Cllr Jones.

Matters Arising: 

  1. Cordless battery powered strimmer:  Cllr Barnes advertised and the remaining areas of strimming and volunteers have come forward.  Cllr Jones produced the safety tips and Cllr Barnes laminated them.  Remove from Agenda.
  2. The ditch alongside the B4507 after the Sparsholt turn by Golden Acre:  Cllr Jones said that the Swires have purchased Golden Acre.  Cllr Jones is attending a meeting with the Swires to discuss the necessary repairs to alleviate the flooding.  Cllr Jones will report back on this matter.
  3. Letter to OCC Highways regarding parking:  Ongoing Cllr Comyn to update at the next meeting. 
  4. Letter re peppercorn rent for using cemetery ground for grazing:  Ongoing Cllr Comyn to update at the next meeting.    
  5. Defibrillator maintenance:  Cllr Barnes has repaired the cabinet and checked the pads etc.  Remove from the Agenda.

Cllr Jones reported that he had fixed the handrail on the footbridge by Sparsholt Common.

Finance:

  1. Approval of the finance Report up to the 31st May 2021:  Cllr Barnes read out the report.  Cllr Corfield proposed acceptance, seconded by Cllr Barnes and agreed by Cllr Jones. 
  2. Approval of any payments to be made:  Cllr Barnes proposed

the list of payments for The Clerk’s salary for June £80.95, RFO’s salary for June £48.52, HMRC PAYE £96.80, Clerk’s salary for July £80.95, RFO’s salary for July £48.32, seconded by Cllr Corfield and agreed by Cllr Jones.

  1. Investments:  The RFO confirmed that she had checked with the OALC and the Parish Council are not allowed to invest in Premium Bonds.
  2. Charity Accounts:  Cllr Corfield reported that the Sparsholt Educational and Recreational Trust is still a registered charity, but the Sparsholt Consolidated Trust that was established in 1908 is not.  Cllr Corfield has completed a non-personal dormant account form to release the funds from the consolidated trust and submitted this to NatWest Bank.  Anthony Lee has signed to release the funds from the Sparsholt Educational and Recreational Trust and the form will now be submitted to NatWest.  Cllr Corfield has provided the Sparsholt Parish Council deposit account details for the funds to be paid directly into.  New Trustees will have to be appointed once the funds are received and discussion had about the future of the Trusts.        
  3. Any other finance matters:  The RFO has the form from Metro Bank to add Cllr Corfield as a signatory and asked Cllr Barnes to sign it.

Planning:

New Applications:

P21/V1176/HH and P21/V1177/LB The Shepherds Cottage, 2 Watery Lane, Sparsholt, OX12 9PP:  Replace the current central heating system.  Cllr Barnes proposed a response of no objections, seconded by Cllr Corfield and agreed by Cllr Jones.  The Clerk to submit the response.

P21/V1486/HH and P21/V1487/LB Rectory House, Broadbank Lane, Sparsholt, OX12 9PT:  Conversion of barn into changing rooms for outdoor pool, gym, home office, dining/socialising area.  Including enlarging of the existing window openings to the south elevation, the addition of a window to the north elevation and the addition of roof lights to the south and west elevations.  Cllr Corfield questioned whether additional windows are permitted in a listed building, Cllr Barnes stated that the Vale of White Horse District Council planning department would decide on this as it is a listed building.  There was permission to building an outdoor exercise pool a few years ago but this permission may have expired.  Cllr Jones proposed a response of no objections to this application but would like to query that there is no swimming pool proposed in this application and no permission for one currently granted.  This was seconded by Cllr Barnes and agreed by Cllr Corfield.  The Clerk to submit the response.

P21/V1492/DIS Sparsholt House, Sparsholt Street, Sparsholt, OX12 9PT: Discharge of conditions-Conditions 3 (External Materials of outbuildings),5 (Submission of Joinery Details), 7 (Tree Protection Details), 8 (Landscaping Scheme), 9 (Watercourse Protection Plan) in application P20/V3084/HH & Condition 5 (Submission of Joinery Details) in application P20/V3086/LB. Demolition of single-storey side extension, modern stable building and tack store. Internal and external works to main Listed Building, inclusive of new single-storey side and rear extensions. Erection of new 3-bay stable block. Erection of new brick potting shed. Alteration and enlargement of existing timber barn. Internal and external alterations to Coach House.  The Parish Councillors unanimously decided not to comment on this discharge of conditions.

Matters for future discussion:  The Queen’s jubilee will be discussed at the next meeting but Cllr Corfield thought it would be nice to have a memorial for the Village.

Date of Next Meeting:  Wednesday 8th September 2021 starting at 7.30pm to be held in Griffin Memorial Hall.    

The Parish Council may need to change this date as necessary.
