SPARSHOLT PARISH COUNCIL

Minutes of the Planning Meeting of Sparsholt Parish Council held on

Tuesday 2nd July 2019 at Griffin Memorial Hall starting at 8.30pm

Present: Councillors Comyn (Chairman), Barnes (Vice-Chairman), Caudle and Jacobs, DC Paul Barrow, 1 x parishioners and the Clerk.

Planning:

New Applications:

P19/V1446/HH 3 West Street, Sparsholt, OX12 9PR:  Demolition of storey extension.  Cllr Comyn proposed a response of “no objections”, seconded by Cllr Jacobs and agreed unanimously.  The Clerk to submit the response. 

P19/V1365/FUL Kingston Lisle Park, Kingston Lisle, OX12 9QG: Polo stick and ball practice field, timber barn and new lake with associated landscape planting.  Cllr Comyn stated that most of the application fell into the parish of Kingston Lisle.  Chestnut Pealing field falls into the parish of Westcot.  Cllr Comyn invited Barry Jones, the Estate Manager to explain the application.  The lake will be dredged and fed by the land run off water not fed by the stream.  Pumps will be fitted so that the lake can be used to irrigate the field and the excess will go back into the lake.  A tree survey has been completed and substantial trees will be kept.  The overflow from the lake will go back into the stream.  Cllr Comyn read through the pre-application advise. The Planning department have stated that the application is acceptable.  Barry Jones confirmed that this will not be for commercial use, only private.  Cllr Comyn mentioned the Planning Policy.  Sparsholt and Westcot are in the western vale which is considered to be the most rural areas.  Countryside recreational activities are supported by L9 in the old Plan (Local Plan part 2 not adopted yet).  There are a lot of horsey activities and this development is felt to be acceptable.  Cllr Barnes stated that it was a reinvestment in the area and the planning application had included insurances that there will be no flooding.  The new timber barn is to store the irrigation equipment in the winter.  Horse grazing will be rotated with sheep.  Cllr Jacobs said that it was a private enterprise on a former private golf course.  It is just a different sporting activity and not offensive.  Cllr Comyn said that the overall package is a huge investment in Kingston Lisle.  Cllr Comyn proposed a response of “no objections”, seconded by Cllr Jacobs and agreed unanimously. The Clerk to submit the response.

P19/V0907/HH 4 West Street, Sparsholt, OX12 9PR:Single and two storey rear/side extension with internal alterations.  Granted.

Co-option of a new Parish Councillor:  Cllr Comyn proposed Barry Jones be co-opted on to Sparsholt Parish Council, seconded by Cllr Jacobs and agreed unanimously. Cllr Jones completed the forms for the Clerk.

Dr Paul Barrow introduced himself as the new District Councillor for Sparsholt.  His contact details are on the website and in the Childrey and Sparsholt Newsletter.

Date of next Meeting: Wednesday 31st July, 18th September, 27th November 2019 all starting at 7.00pm at the Griffin Memorial Hall.

The Parish Council may need to change this date as necessary.
