SPARSHOLT PARISH COUNCIL

Minutes of the Meeting of Sparsholt Parish Council held on

Monday 23rd November 2020 via Zoom starting at 7.00pm

 

Present: Councillors Barnes, Comyn, Corfield, Jacobs and Jones, DC Barrow, the Clerk and RFO and 2 parishioners.

Declaration of Acceptance of Office, Declarations of Interest & Reminder of the Code of Conduct:  Westcot Farm application; Cllr Comyn declared a non-prejudicial interest; He lives nearby but his land is not adjoining.  Cllr Jones declared a non-prejudicial interest as the applicant is his former employer.  The Old Vicarage; Cllr Jacobs will withdraw from the meeting as she is the applicant.  It was agreed to discuss The Old Vicarage application at the end of the meeting.

Minutes of the Sparsholt Parish Council Planning Meeting held on Tuesday 6th October 2020:  The minutes were proposed as a true record by Cllr Comyn, seconded by Cllr Barnes and Cllr Jacobs agreed.

Matters Arising: 

  1. Land registry number for the cemetery:  Ongoing.
  2. Petrol/cordless mower:  to be purchased in the spring.
  3. Expenditure suggestions:  Cllr Comyn has prepared the notice inviting parishioners to suggest expenditure and will put a copy on both notice boards and add to the Village WhatsApp group.  Cllr Comyn hopes it will encourage a discussion in the WhatsApp group.  Cllr Barnes has suggested two ideas; maintaining the current wooden benches, buy some more children’s/adult activity equipment for the Village Green.  Cllr Comyn agreed that maintenance of the existing wooden benches is essential.  Cllr Comyn thought that adding equipment to the Village Green might be controversial but Cllr Barnes said it would encourage parishioners to keep fit and healthy as COVID-19 has impressed the need for better fitness.  Cllr Jones suggested that a turning place at the end of Watery Lane would be a good idea.  Mr Lonsdale owns the land at the end and it could be widened and have some shingle put down.  Lorries are often having to reverse back up as there are no turning points.  Cllr Comyn said that the post of the dead end sign and the railings need painting.  Cllr Barnes said that the new owner of the house opposite the pub is going to cut back the hedge which has become overgrown and covering the Watery Lane sign.  Cllr Comyn will visit her.  Cllr Comyn will produce a list of all the suggestions to be discussed fully at the next Parish Council meeting.  Cllr Corfield asked what the restrictions of expenditure are; Cllr Comyn replied that funds should be spent for the benefit of the whole Village eg improving facilities.

  1. The ditch alongside the B4507 after the Sparsholt turn by Golden Acre:  Cllr Jones said that the pipe under the road seems to be blocked and there is no water running in the north side of the ditch.  The water should run under the road in a pipe and across Merlin Swires land to the pond.  Cllr Comyn said that Angie and Ian Brown may know who owns Golden Acre.  Cllr Barnes said that he maybe able to find out as he knows someone that used to rent it.  Cllr Jones suggested a meeting between the owner of Golden Acre and Ian Lambourne to discuss the work involved but he needs the owners name and address.  Cllr Jones said that the adjacent land belongs to the Swires.  Cllr Jones happy to continue with this as currently the water floods the field.
  2. Collapsed railings on the B4507 by Golden Acre:  Cllr Comyn confirmed that the work will be completed after the building work has been completed at the Manor.  Remove from Agenda.
  3. Cemetery Metal gate:  Cllr Jones reported that the metal post on the right hand side has moved and he will try to fix it.  Cllr Comyn said that the gate was installed in 1949 for a cost of £37.00.

Finance:

  1. Approval of the finance Report up to the 31st October 2020:  Cllr Comyn proposed acceptance, seconded by Cllr Jones and agreed unanimously. 
  2. Approval of any payments to be made: Cllr Comyn proposed payments for Robert Raines (RJR Tree Surgery) for the cemetery hedge works £1,530.00, Cllr Barnes Zoom subscription November £14.37, the Clerk’s salary for December including back-dated pay rise £97.91, RFO’s salary December including back-dated pay rise £58.80, HMRC PAYE £102.20, seconded by Cllr Corfield and agreed unanimously.
  3. Any other finance matters:  The RFO visited Metro Bank in Newbury and is waiting for the Manager to call to make another appointment.  We should qualify for the switch payment.
  4. Budget and Precept:  The RFO had produced the Budget and the Parish Councillors read through it.  Cllr Comyn stated that the amount has not change since 2018 and he would prefer to keep it the same this year.  Cllr Comyn proposed a figure of £3,500, seconded by Cllr Jones and agreed unanimously.  The RFO to submit.

DC Barrow Report:  DC Barrow reported that there have been discussions to rename the AONB to National Landscapes which will enable greater control of planning.  Cllr Comyn was pleased to hear this news as part of the Parish is in the AONB. 

There will be a cash saving scheme between the Berks, Oxfordshire and Buckinghamshire Councils. 

Maternity has returned to Wantage Hospital but it looks likely that the inpatient beds will not continue. 

The concrete blocks blocking the byways in neighbouring Parishes have been stolen and they will be replaced by large tree trunks.

Planning:

UPDATE:

P20/V0526/FUL Westcot Farm, Westcot, OX12 9QA:  Application for planning permission for conversion of existing farm buildings to form seven family homes with associated parking, amenity areas, landscaping, and associated works.  (Amended plans and information received 24 August 2020 as detailed in the accompanying letter).  This application will be heard at the Planning Committee in January and a form will be sent to apply for a representative of the Parish Council to speak for 3 minutes.  Cllr Comyn asked DC Barrow to make Sarah Green the Planning Officer aware that the Parish Council will be speaking at the Planning Committee to raise objections to the application being granted.  The Parish Council object to Barn G and the sewage provision.  Cllr Jacobs would like to add traffic problems and that there are no school places locally.  Cllr Comyn told Cllr Jacobs that these are minor reasons to object and the Local Authority would not take them into account.  DC Barrow can also have 3 minutes to raise objections and would like to discuss this with the Parish Council before the Planning Committee.  Cllr Comyn suggested that he puts together a draft which will be circulated, and is happy to attend and read it out.  This was proposed by Cllr Barnes, seconded by Cllr Jacobs and agreed unanimously.  DC Barrow will find out when the Planning Committee will be held.

New Applications:

P20/V2772/LB The Old Vicarage, Sparsholt, OX12 9PU:  Small single storey extension, new front and rear porches, internal and external re-modelling.  Cllr Comyn stated that they were only minor alterations to an already granted more extensive planning application and that he has no objections.  It is internal works and the Listed Building consent will only be granted if this does not cause any concern.  Cllr Jones agreed that there was nothing to worry about and Cllrs Corfield and Barnes also agreed.  Cllr Comyn proposed a response of no objections, seconded by Cllr Barnes and agreed unanimously. The Clerk to submit the response.

P20/V2932/DIS 1 Westcot Farm, OX12 9QA:  Discharge of conditions; 3 (Materials), 4 (Boundary Details), 5 (hard and soft landscaping), 6 (external lighting), 9 (risk assessment) on application P17/V2786/FUL & Conditions 3 (Materials), 4 (window and door details), 5 (cross section walls plan), 6 (cross-section, roof plans), 8 (detailed building record) on application P17/V2787/LB.  Conversion of the existing listed barn into 2 no residential accommodations.  Cllr Jones explained the application as the barn will be taken down to make the entrance functional.  Cllr Comyn proposed a response of no objections as essentially the details are on an already approved application, seconded by Cllr Jones and agreed unanimously.  The Clerk to submit the response.

Decisions:

P20/V2194/HH 1 Star Cottage, OX12 9PL:  Rear single storey kitchen extension.  Granted.

P20/V2225/LB The Shepherds Cottage, OX12 9PP:  Strengthen external framework with bespoke ironwork attached to frame.  Replace existing staircase In living room.  Replace all existing beams in living room only.  Granted.

Sparsholt Trusts:  Cllr Comyn explained that two Trusts exist; one was established in 1908 with a sum of £2,000 towards education of young adults/relief off the poor in Sparsholt and the other was set up in 1978 by Johnnie Dean and two others also for education of local young adults.  Cllr Comyn has a copy of the 1978 Trust details but does not know how much is in the Trust.  Cllr Comyn had asked Cllr Corfield to look into this.  Cllr Corfield spoke to Anthony Lee who said that the new owners of the house may have the details in some cardboard boxes they have found.  Cllr Corfield will collect the 3 x cardboard boxes.  The Parish Council could add a Trustee to this Trust as three Trustees are required.  Unless the deed is found for the 1908 Trust then nothing can be done with it.  Cllr Corfield offered to contact Angie and Iain Brown to see if they have any information.  Cllr Comyn was grateful for Cllr Corfield’s efforts but stated that the Parish Council is under no obligation to do anything and if it is too much work the Parish Council don’t have to get involved.  Cllr Corfield said that it would be good to access the funds and use them for charitable purposes.  Cllr Barnes recalled that his wife had mentioned two Trusts were dissolved by the Village Hall committee in 2019 and the funds split between the village hall trust and some other charity. He suggested Cllr Corfield should liaise with Angie Brown as she would know the exact details and see if there is a possible link.

Any Other Business:  Cllr Jacobs said that the new stile was not dog friendly and it needs a plank beside it so the dogs don’t have to go into the water to get out.  Cllr Barnes mentioned that there are no footpath markers or footpath signs along Westcot Lane by Blackberry Cottage.  Cllr Comyn will email Arthur McEwan-James about all these matters. 

Cllr Jones has spoken to his neighbours about parking on the verges, it is looking like a car park.  A couple of people were happy to move their vehicles but the owner at No 6 Westcot has three or four Sun Traffic vans on the verge outside his house and says they have to be there as it is an emergency vehicle.  Cllr Jones asked who owns the verge and Cllr Comyn said OCC Highways.  The Stirling’s hedge is behind the verge.  Cllr Barnes also commented that parking each side makes it too tight for Emergency vehicles to access.  Cllr Comyn will draft a letter to OCC Highways about this matter and send the draft To Cllr Jones for checking. 

Cllr Jones also mentioned a horsebox that had been parked up for a while forcing lorries to go on the opposite verge and damaging the 30-mph sign.  Cllr Jacobs said that it was her horsebox and it has been removed.

Cllr Jacobs left the meeting so her planning application could be discussed.
