SPARSHOLT PARISH COUNCIL

 

Minutes of the Finance and Planning Meeting of Sparsholt Parish Council held on

Friday 23rd April 2021 via Zoom starting at 7.00pm

 

Present: Councillors Barnes, Comyn, Jacobs and Jones, DC Barrow, the Clerk and RFO and 1 parishioner.

Declaration of Acceptance of Office, Declarations of Interest & Reminder of the Code of Conduct:  None.

Finance:

  1. Approval of the finance Report up to the 31 March 2021:  Cllr Comyn proposed acceptance, seconded by Cllr Barnes and agreed unanimously. 
  2. Approval of any payments to be made: Cllr Comyn proposed payments for Cllr Barnes Zoom subscription April £14.37, share of newsletter costs 2021/21 £98.70, the Clerk’s salary for April £80.95, RFO’s salary for April £48.32, seconded by Cllr Jacobs and agreed unanimously.
  3. Any other finance matters: 

Cllr Comyn read through the Budget v Actual comparison for the year end 31 March 2021, the only observation was the un-budgeted amount for the hedge cutting, and proposed acceptance of it, seconded by Cllr Corfield and agreed unanimously.

Cllr Comyn read through the Receipts and Payments account for the year ended 31 March 2021 and proposed acceptance of it, seconded by Cllr Corfield and agreed unanimously.

The Parish Council agreed to open a Community Instant Access Account with Metro Bank. 

It was decided to appoint Cllr Rupert Corfield as a Key Official to the accounts with Metro Bank PLC.

All key official roles are to remain the same.  No changes to be made to the signing rules and the new Key Official will be read only access.

The RFO asked in an External Audit was required and Cllr Comyn proposed that this was not necessary, seconded by Cllr Corfield and agreed unanimously.

Cllr Jacobs to go on the New Councilors course, the Clerk to send through suggested dates.  This was proposed by Cllr Comyn, seconded by Cllr Corfield and agreed unanimously.

Planning:

New Applications:

P21/V0668/FUL Northfield Farm Bungalow, road from Faringdon road to Northfield Farm, SN7 8NT:  Removal of condition 2 – agricultural occupancy condition on SPA/8092 (P84/V0199) Cllr Comyn stated that this was a matter for the Vale of White Horse District Council to decide upon and he remain neutral.  Cllr Comyn proposed a response of “the Sparsholt Parish Council has no observations on this application”, seconded by Cllr Jacobs and agreed unanimously.  The Clerk to submit the response.

Decisions:

P21/V0433/LDP 5 West Street, Sparsholt, OX12 9PR:  Certificate of lawful use for the proposed erection of an ancillary timber building.  Withdrawn.  Cllr Comyn submitted a letter on behalf of the Parish Council pointing out that this does not have permitted development rights, it is in woodland on agricultural/forestry land which is outside the conservation area.  Tim Comyn has also written to the Vale of White Horse Enforcement team as a parishioner regarding development in this woodland area.    

P21/V0339/DIS Westcot Farm, Westcot, OX12 9QA:  Discharge of condition 7 (Bats) on P17/V2786/FUL.  Conversion of the existing listed barn in to 2 no residential accommodation and change of use of the land from agricultural to residential amenity land.  Granted.

P20/V3084/HH Sparsholt House, Sparsholt Street, OX12 9PT:  Demolition of single storey flat roof extension on main house, and the erection of a new single storey lean-to side extension.  Erection of a single storey rear extension to the main house.  Demolition of modern stable building and tack store building.  Extensions and alterations to timber clad barn.  Erection of brick potting shed and the erection of a new stable block.  Granted.

P20/V3086/LB Sparsholt House, Sparsholt Street, OX12 9PT:  Internal and external alterations to the main house.  Demolition of single storey flat roof extension on main house, and the erection of a new single storey lean-to side extension.  Erection of a single storey rear extension to the main house.  Demolition of modern stable building and tack store building.  Extensions and alterations to timber clad barn.  Internal and external alterations to the Coach House.  Granted.

Martina Wright (a parishioner) wanted to ask about the stiles in Tony Carter’s field, the rail on the bridge stile is loose.  Cllr Comyn agreed to bring this to the attention of the Vale of White Horse District Council.

Sparsholt Parish Council Summer party:  Cllr Barnes wanted to state that he is uncomfortable spending public money on food etc in a rich parish.  Cllr Barnes would prefer to give the money to charity or use it to clean the roads/extra grass cutting/a monthly skip for the village and suggests it can still be organised but not using public money.  Cllr Jacobs said that the road could be closed, and everyone bring their own tables/food/drink etc.  Cllr Jacobs has had long discussions with the landlords at the Star Public House and they have offered to do their £40 menu with any alcohol for £20.  People could buy drinks at the pub and donation buckets could also be put out.  Cllr Jones suggested that drinks could be put in the village hall and then a picnic outside, maybe the Parish Council could pay for some music/morris men.  Cllr Jacobs would like to support the Village Public House.  The road could only be closed from the Public House to Watery Lane.  Cllr Comyn suggested a pig roast and people could pay for this.  Cllr Corfield agreed that a pig roast was a good idea and advertise that the pub is open and provide some music.  Cllr Corfield suggested that the Parish Council could underwrite some of the costs.  Cllr Barnes stated that a budget would need to be agreed before a decision could be voted on.  Cllr Comyn suggested £400 to cover the pig roast and £400 towards a band.  Cllr Jacobs said that the only problem was that the date would currently be difficult to determine.  Cllr Barnes thought that leaving the event until next year would be a better idea and hold something to celebrate the Queens 75th Anniversary as the end of May Bank Holiday is being moved to the beginning of June and an extra Bank Holiday added.  Thursday 2nd and Friday 3rd June 2022 will be Bank Holidays giving us a four day weekend.  The Clerk mentioned that the Government might be encouraging parties and offering a donation towards it.  Cllr Barnes thought it would also be safer from a COVID point of view.  Cllr Corfield agreed.  A “Save the Date” could be sent out.  Cllr Jacobs thought that we should book the pig roast soon as they might get booked up.  Cllr Corfield agreed it would give the Parish Council more time to advertise and think about a budget, the Parish Could also ask parishioners if they agree with the expenditure.  Cllr Comyn agreed that the Queens 75th Anniversary might be much more appropriate.  Cllr Jones also agree to do this next year.  Cllr Jacobs agreed to source a pig roast and band and produce a budget.  Cllr Comyn thought that the parish was approx. 250 people.  Cllr Jones liked the idea of a picnic with the Pub open.  It was agreed that there would be no summer party this year and the item would be kept on the Agenda for more discussion at the next meeting.

Date of Next Meeting:  The Annual meeting of Sparsholt Parish Council will be held on Monday 10th May 2021 starting at 7.00pm in Griffin Memorial Hall.    

The Parish Council may need to change this date as necessary.
